Dear Michael,

This is what ISO 9001:2015 is trying to promote, that is, to have internal auditors for assessing the Organization, while quality audits would be the ones for external auditing implying certification. However, certification audits must now add value and contribute for continuous improvement of the Organization

I agree that this was the intent. It is disappointing that audits have not added value to organisations as the TC 176 working group would have expected
